In this thought-provoking book, K.N. Harikumar, former president, Editors’ Guild, has edited a collection of essays by eminent legal experts such as Fali S. Nariman, Samar Ditya Pal, N.R. Madhava Menon, Rajeev Dhawan and Uday Raj Rai, who analyse these issues in the context of changing circumstances over the past six decades, and the expansion of the mass media and modern communication technologies, which have opened up new avenues for expression.

Many of these laws and privileges have become outdated and irrelevant. For example, with live telecasts of proceedings in Parliament, what is the logic in retaining curbs on media coverage of particular events or incidents in the House which eventually get expunged from the records? And surely rules on ‘Violation of parliamentary privileges’ need to be re-examined when MPs are...
