Without further delay, India should open talks with Pakistan. The freely expressed wishes of the people of J&K are the only basis for a solution. India can run but cannot hide from this essential reality.

The Vajpayee government seems to have persuaded itself that the present is an opportune moment to isolate Pakistan internationally. During Vajpayee's US visit, the Indian rhetoric against Pakistan reached new heights. But Delhi is overplaying its hand, led astray by its own rhetoric. On Kashmir, India appears to be postulating its policies on the presumption of international endorsement for its position. But it is a measure of India's unreal expectations that Vajpayee's entourage was said to have been rudely surprised by President Clinton's factual observation that "Kashmir has been at the core of difficulties between India and Pakistan". Dialogue between Pakistan and India is indispensable to resolve the Kashmir dispute. And, as India's own importuning of Washington affirms, the US is well-placed to play an important role in assisting Pakistan and India in facilitating and sustaining such a dialogue.
