Constituted May 85; report submitted in Aug 86; tabled in Parliament in Feb 87.
Task: Enquire whether the violence was organised; recommend preventive measures.
Recommended the appointment of three committees:
Jain-Banerjee Committee
Task: Investigate omission in registration of cases, recommend fresh registrations and monitor the investigations.
Outcome: Asked for registration of cases against Congress MP Sajjan Kumar; a High Court stay came in mid-87, by mid-89 the court quashed the committee on grounds that it couldnt monitor investigation.
Kapoor-Mittal Committee
Task: Investigating acts of omission and commission by police officials.
Outcome: 72 police officers found guilty; recommended action, terminations; no action taken, even promotions not withheld.
Ahuja Committee
Task: To determine total number of deaths.
Outcome: Put death toll at 2,733 in Delhi.
