P.Chidambaram's budget is likely to stimulate agricultural renewal and mark the beginning of the end of the era of farmers'

suicides. He has addressed the major problems faced by our farmers, as outlined in the Economic Survey 2007-08. The survey attributed the loss of dynamism in agriculture to a gradual degradation of natural resources, decline in public and private investment, and technology and extension fatigue. The budget provides a three-pronged strategy to address these issues.

The first and foremost is debt waiver and debt relief, involving a total outlay of Rs 60,000 crore. This will help relaunch small and marginal farmers and other farmers (who had earlier been covered by a One-Time Settlement or ots scheme) on the road to economically viable agriculture. According to the Economic Survey, 48.6 per cent of farm households are indebted, of whom 61 per cent had operational holdings below 1 ha. Out of the total debt, 57.7 per cent was sourced from institutional channels and the balance 42.3 per cent from moneylenders,...
